Inference runs on European providers or your own hardware, never a US provider, so the US CLOUD Act does not reach it. Jurisdiction matters more than the postcode.

Is the shift to sovereign AI real, or is it a talking point?
It is measurable, and none of these numbers are ours.
- Gartner (Nov 2025): 61% of Western European CIOs say geopolitical factors will increase their reliance on local cloud providers, and 53% say geopolitics will restrict their future use of global cloud.
- The EU’s Tech Sovereignty Package and the proposed Cloud and AI Development Act (June 2026) put regulatory weight behind European compute. The Netherlands is funding GPT-NL; France’s Health Data Hub is moving off Azure.
